1. Its not about secret identities

In the Civil War comic book, the Superhuman Registration Act divided the world’s heroes because so many of them were unwilling to reveal their identities to the government and Kevin Feige acknowledged in an interview last year and he said that the “generalities of the act are the same” and “it’s not about the secret identity thing, as much as it is about, overall, who reports to who, and who can agree to oversight committee.”
